Green growth and sustainable development have become the essential requirements for Viet Nam and a prevailing trend in the world. The promotion of green growth towards achieving sustainable development among countries, is a breakaway from the "pollution first, treatment later" development path. In Viet Nam, the green growth goal is concretized through the "National Green Growth Strategy for 2011 – 2020, Vision towards 2050", which affirms that green growth helps using natural resources efficiently, reducing greenhouse gas emissions, responding to climate change, contributing to poverty alleviation and creating a driving force for sustainable economic growth.

HEF 2023 will focus on the following topics: (i) Development trend of green growth and circular economy for megacities (such as Ho Chi Minh City); (ii) Building circular economy ecosystems in the context of striving to achieve net zero; (iii) Policies for generating green growth towards net zero and corporate mission; (iv) Resources for developing the circular economy towards net zero and corporate mission; (v) Lessons and international experience to promote green growth and the circular economy; (vi) Situation in Ho Chi Minh City and solutions for applying green growth models. Based on the outcomes of HEF 2023, Ho Chi Minh City will synthesize comments, practical experience, thereby identifying specific solutions for the City in applying green growth models that suit the City’s reality and catching up with the current trend of the world, and at the same time proposing to the Central Government models, solutions and policies at the macro level.

HEF 2023 is a major international event for Ho Chi Minh City. The City expects to have the participation of the Prime Minister, leadership of Vietnamese line ministries; 1,200 - 1,500 delegates from international financial institutions (World Bank, IMF, IFC, ADB, etc.), international organizations, such as the World Economic Forum (WEF), leadership of foreign localities from 21 countries, diplomatic and consular missions, businesses, national and international experts from countries worldwide that have succeeded or aimed for achieving green growth and sustainable development.
