In particular, after more than 20 years of implementing Resolution No. 36-NQ/TW, the work related to Vietnamese people abroad has made great progress. Building on these achievements, on August 2, 2026, the Politburo issued Resolution No. 23-NQ/TW on the work related to Vietnamese people abroad, with a new development in thinking: Vietnamese people abroad are not only an inseparable part of the Vietnamese national community but also one of the important strategic resources contributing to enhancing the overall national strength; and a bridge between Vietnam and the world. To accompany and directly participate in the cause of building, developing, and protecting the Vietnamese Fatherland. To elevate the level from mobilizing, gathering, and caring for to accompanying and creating mechanisms for overseas Vietnamese to participate more deeply in the process of integration, building, and developing the country.
